COMMON DECLARATION

 We, the Cypriot Socialists of NEOS and YBH Youth, in our first official meeting after the referenda, reaffirm our previous declarations and declare the following: 

  1. Reaffirm our commitment for a peaceful, united Cyprus, based on federal solution, so that we can continue our common struggle as part of the European family.
  1. Remain focused on the achievement of a solution through negotiations on the basis of the Annan Plan. Such a settlement should provide for a bizonal, bicommunal federation, with a single sovereignty and one international personality on the basis of relevant UN resolutions, the High Level Agreements of 1977 and 1979 and be in accordance to the UN Charter, International Law and acquis communautaire. The solution must respect the basic human rights, the fundamental freedoms and civil liberties and observe the principle of political equality of both communities.
  1. The failure to achieve a solution with the referenda on the 24th of April 2004 does not mean the end of our struggle for reunification. The negative result on the referenda was not a denial for a solution but an expression of the majority concerns for a peaceful future for our country, which will guarantee inter alia safety and prosperity.
  1. We call upon the International community, particularly the UN and the EU to elaborate on ways and means to guarantee inter alia the legitimate concerns of Cypriots in the U.N plan. Such a development will greatly facilitate the pro-peace, progressive forces in Cyprus to encourage the people in order a solution in the forthcoming period.
  1. The European Council in December will face the challenge to discuss the suggestion of the Commission to recommend the start of negotiations with Turkey under certain conditions. Although Turkey is doing some steps forward still a series of constitutional and legislative reforms must take place.  Particularly, the reinforcement and full implementation of provisions related to the respect of fundamental freedoms and protection of human rights and minority rights. The recognition of the Republic of Cyprus is a key issue for the approval of the progress made towards accession procedure as well as the demilitarization of Cyprus and the settlers’ issue.
  1. We, the Young Socialist Cypriots will continue the struggle for promoting peace and rapprochement, hence strengthening our cause for a solution and the reunification of our common country. We declare that the Youth of Cyprus is no longer misled by the national policies of segregation and division. Our vision is one of a United Cyprus based on federal solution, with its people living in peace, security and prosperity. We finally declare that the ultimate guarantee for a peaceful and lasting settlement lies with our determined will for a common participation in shaping our common future.
