1
The name of the organization
The name of the organization is New Cyprus Party (YKP) Youth.
Definition
New Cyprus Party Youth is the Youth branch of the New Cyprus Party (YKP).
2
Goal
1. As the Youth branch of the YKP, which a socialist party, which,
according to the definitions in this program, aiming the cooperation
primarily with the left in EU and than in the worldwide and also to
globalise labour by embracing all labour classes and layers in Cyprus in
order to realize a progressive, democratic and social constitutional
state open to future changes.
2. As the organization of the progressive and patriotic youth to
undertake efforts in communal matters with patriotic, progressive and
democratic ideals.
3 The Relations
with the YKP
The recommendations made by the executive branches of the party about
the Youth branch are evaluated and judged by the responsible branches of
the Youth branch at the shortest possible time. The evaluation and
decision process is coordinated by the Youth Executive Committee, which
ensures that the decision-making does not last more than one week. The
decisions taken by the YKP Congress are binding for the Youth Branch
too.

Memberships
1. Every person not over 32 years of age who is a member of the YKP is a
member of the Youth Branch. The member, after having filled the Branch
Membership form prepared by the Youth Executive Committee and having
submitted it to the concerned Secretary appointed by the Youth Executive
Committee
a) Becomes eligible for all membership functions
b) After one month, becomes eligible for voting and running for office
for any post within the Youth Branch.
2. Every European young citizen who live in Cyprus, not over 32 years of
age who fulfils the requirements necessary for membership in
associations and political parties can apply for membership in the YKP
Youth by filling the Branch Membership form prepared by the Youth
Executive Committee and submitting it to the concerned secretary
appointed by the Youth Executive Committee.
The young person who has applied for membership becomes a member and has
the right to all the rights entitled to members except voting and
running for office.
The Youth Executive Committee in a time frame not exceeding one month
evaluates the application for membership.
The Youth Executive Committee has the right to decline membership
without having to state any reason. The concerned Secretary appointed by
the Youth Executive Committee communicates the refusal of membership to
the applicant in writing. As of the date this communication reaches the
applicant, he/she loses all the rights to the membership he/she has
thence fore enjoyed.
The applicant whose application has been refused can apply to the Youth
Council within 30 days of receiving the communication. The decision of
the Youth Council is final.
The person whose membership has been accepted, as of the date of
decision
a) Becomes eligible for all membership functions
b) After one month, becomes eligible for voting and running for office
for any post within the Youth Branch.

The Rights and Duties of Members
1. The rights and duties of members of the Youth Branch are as follows:
a) Announcing, explaining and helping the Youth internalize the program,
constitution, direction, principles, general standing, decisions and
undertakings of the Youth Branch
b) Participating in the meeting and actions of the Youth Branch
committees of which they are members and undertaking the duties given to
them.
c) Under no circumstances making their membership and duties within the
Youth branch a matter of personal gain for themselves or others.
2. Every member, whether they are active within the committees of the
Youth Branch or not are given duties depending on their individual
conditions and opportunities. It is a basic goal not to have any member
without a duty within the Youth Branch.
3. The members need to participate in social duties as well as political
ones, participate in the communal organizations within their own field
as a citizen and work towards the solution of local problems in
solidarity with local people.
4. The members have the right and duty to apply to the relevant body
regarding the written constitution and politics of the Youth Branch and
the New Cyprus Party and for financial audits.

The termination of membership
1. Under the conditions mentioned below, the membership of a person is
terminated
a) Death
b) Communicating the personal withdrawal from membership of the Youth
Branch in writing.
c) Having the membership terminated through the decision of the Higher
Disciplinary Committee.
d) The discovery of public declaration of personal withdrawal from
membership or joining the Youth organization of another political party.
e) Supplying false information on the application form.
2. The procedures regarding the termination of membership is carried out
by the Secretary appointed by the Youth Executive Committee and the
Regional Youth Branch is informed of the process.

Youth Branch Organization
The Youth Branch consists of the following bodies:
1. Youth Congress

Youth Congress
1. The Youth conference is the Congress
2. The congress involves all registered members
3. The number of members of the congress is determined according to
article 2

The Meeting of the Congress
1. The Congress normally meets at least once a year. The topics to be
covered are prepared by the Youth Council; in addition any other topic
endorsed by at least one fifth of the Congress members is taken into the
agenda.
2. The Congress is called for a meeting within fifteen days of the
decision of the Youth Council or written application of at least one
fifth of the members of the Youth Executive Committee or the Congress
members and the date of the Congress is determined within a time frame
not exceeding one month from the day of the call. The agenda of the
Congress is determined by those who demanded its meeting.
3. The date, location and time of the Congress are declared at least one
month in advance (or in the case of an urgent meeting at least 15 days
in advance) of the meeting.
4. In the regular meetings of the Congress; topics including elections
and changes and approvals of the program and constitution can be
included. While the date, location and time of the Congress is declared,
the main topics are announced through the press. These topics need to
have been distributed to the Congress members fifteen days in advance of
the Congress meeting. Proposals not announced beforehand cannot be
discussed or approved. However, changes to the pre-announced proposals
to be discussed can be voted on.
5. If the Congress involves elections for the Youth Council and the
Youth Disciplinary Council, those who want to run for posts within these
branches need to apply in writing to the Youth Executive Committee by
the noon of the day before the Congress. If the number of applicants
equals, or is less than, the number of posts, those that have applied
are considered elected. If there still remain posts to be filled, these
are filled during the Congress meeting.
10 The participation required for the Congress meeting
1. The number of participants required for the meeting is the basic
majority of the number of Congress members. If this number is not
attained at the beginning of the Congress meeting, it is to be waited
for an hour. If, after an hour, a majority is still not present, the
meeting is put off to be held the following week at the same location
and time and this decision is declared.
In the meeting of the Congress the following week, the presence of the
majority of Congress members is not seeked.
2. The meeting of the Congress is opened by a secretary who is a member
of the Youth Executive Committee and is appointed for this duty by the
said Council. Congress Council consisting of a president, the required
number of vice-presidents and reporters runs the meeting.
11 The tasks and duties of the Congress
The Congress is the highest decision mechanism of the Youth Branch. As
such, it can:
1. Make changes to the program and status of the Youth Branch.
2. Elect the members of the Youth Council and the Higher Disciplinary
Committee based on a secret-vote, open-counting principle.
3. Accept or reject the account annual report of the Youth Branch
4. Approve the work of the Youth Council.
5. Discuss and take decisions regarding the goal of the Youth Branch,
the problems of the community and the country and other subjects of
concern to the Youth.
6. Take decisions to dissolve the Youth Branch, merge it with another
Youth unit, or end the legal existence of the Youth Branch.
12 The announcement of the Congress decisions
The decisions of the Congress are binding for all the units and members
of the Youth Branch. These decisions are announced to the concerned
units in writing or through public announcements.
Youth Council
13 The constitution of the Youth Council
The Youth Council consists of
a) 15 members elected by the Congress
b) The executives of the regional Youth Councils.
14 The meeting of the Youth Council
1. The Youth Council meets at least once a month. At the end of each
meeting, the date, place and time of the following meeting are decided.
2. The Youth Council can be called for a meeting if it is seen
appropriate by the Youth Executive Committee or through a written
request by at least a third of the Youth Council members.
3. The agenda of the Youth Council is determined by the Youth Executive
Committee. However, topics suggested by at least five members are taken
into the agenda. In any case, the topics on the agenda, the proposed
decisions and the topics to be voted on are announced to the members 48
hours in advance.
4. The Youth Council decides on the meeting methods itself.
15 The tasks and duties of the Youth Council
The Youth Council is a decision mechanism and is the second highest
authority after the Congress. As such it
1. Can take decisions to end the legal existence of the Youth Branch,
change the program and constitution and any other decisions not taken by
the Congress.
2. Elects and supervises the Youth Executive Committee
3. Runs its tasks towards the functioning, improvement and supervision
of the Youth Branch through the Youth Executive Committee.
4. Takes decisions for the regular tasks of the Youth Branch and
publishes suggestions for them.
5. Examines and decides on the budget proposed by the Youth Executive
Committee.
6. Prepares reports for the Congress about political events and the work
performed regarding the Youth.
7. Elects new members to take the empty seats in the Youth Council and
the Higher Disciplinary Committee.
8. Can end the legal existence of the Youth Branch under extraordinary
circumstances where the Congress is not able to meet.
9. Undertakes the other tasks and duties as described in the program.
10. Cancels the membership of those that do not show up to meetings for
three consecutive times without a valid excuse and elects new members to
replace them.
Youth Executive Committee
16 The rules for the Youth Executive Committee
1. The Youth Executive Committee is the executive body of the Youth
Branch
2. The Youth Executive Committee consists of five secretaries and is
elected by (and among) the members of the Youth Council.
17 Division of tasks within the Youth Executive Committee
The Youth Executive Committee assigns tasks (determined by current need)
to the secretaries within its body. All the secretaries have full
authority within the tasks divided among them and they all have equal
authority.
18 The tasks and duties of the Youth Executive Committee
1. The Secretary General is the secretary responsible for the
coordination of the Youth Executive Committee and as such has the
following duties:
a) Overseeing the fulfillment of the duties of the Youth Executive
Committee.
b) Ensuring the functioning of the Youth Executive Committee as a
communication and application authority.
c) Coordination of the fulfillment of the duties given by the program,
the Youth Council and the Youth Executive Committee.
d) In the absence of this secretary, the secretary to take over his
duties temporarily is determined by the Youth Executive Committee.
2. The Foreign Relations Secretary coordinates the international
relations of the Branch and takes over the communication of the Branch
with bodies abroad and in southern Cyprus.
3. The tasks and duties of the Organization Secretary are as
follows:
a) Formulating an approach for the organization of the Youth Branch as
suggested by the program.
b) Keeping track of all membership records.
c) Ensuring the communication of the decisions of the Youth Executive
Committee to the people of concern.
4. The tasks and duties of the Educational Secretary are as
follows:
a) Taking all the required action for ensuring that all the Youth Branch
members are aware of the program, constitution, idea and politics of the
Youth Branch.
b) Organizing conferences and other such events within the country.
5. The Youth Executive Committee examines the policies of all the
branches of the state and organizes a division of tasks among the
secretaries depending on their areas of interest. It aims for the
in-depth examination of every political issue by the secretary in charge
and the formulation of political decisions on these issues.
19 The meeting of the Youth Executive Committee
1. The Youth Executive Committee is called for a meeting by the
Secretary General.
2. The request of at least two Youth Executive Committee members for a
meeting results in one.
3. The Youth Executive Committee meets regularly every week. The time
and location of each meeting is determined in the previous one.
4. The agenda of the meeting is determined by those that call for the
meeting.
20 The tasks and duties of the Youth Executive Committee
The following are the tasks and duties of the Youth Executive Committee:
1. To publish binding declarations and analyses (or grant authority for
publishing) on issues not explicitly covered by the program and on which
there is no Congress or Youth Council decision.
2. To take decisions on issues which the program calls for Youth Council
to have a decision, but no such decision has yet been taken.
3. To organize, strengthen, improve and oversee the working of the Youth
Branch as suggested by the program and the decisions of the Youth
Council.
4. To execute the decisions of the Congress and the Youth Council.
5. To inform the Youth Council of the political developments affecting
the Youth, and to prepare the draft of the Youth Council report to be
presented to the Congress.
6. To prepare the budget proposal and use the approved budget.
7. To prepare the draft Youth council decisions.
8. To verify that all the Youth Branch congresses and elections comply
with the rules set in the program.
9. To undertake all the transactions and preparations for the meeting of
the regular and extraordinary congresses.
10. To take binding decisions on issues not covered by the program and
on which there is no Youth Council decision.
11. To take the necessary precautions for undertaking its duties and
using its authority.
12. To use all other authorities given to it by the program.
Higher Disciplinary Council
21 The constitution of the Higher Disciplinary Committee
1. The Higher Disciplinary Committee which undertakes its duties until
replaced by the election of a new one by the Congress, consists of three
main and two substitute members.
2. In its first meeting, the Higher Disciplinary Committee elects a
secretary and an assistant secretary.
3. The secretary and the members of the Higher Disciplinary Council,
other than their membership in the Congress, cannot take up any other
duty within other bodies of the Youth Branch.
4. The Higher Disciplinary Committee can be called for a meeting by the
Secretary General or the Organization Secretary of the Youth Branch.
5. The required participation for the meeting and decisions of the
Higher Disciplinary Committee is the majority of the number of its
members. The decisions taken are conditional.
6. The Higher Disciplinary Committee members that do not attend three
meetings without a valid reason are excused from duty. The memberships
vacated for this and other reasons are filled through an election by the
Youth Council.
22 The tasks and duties of the Higher Disciplinary Committee
The following are the tasks and duties of the Higher Disciplinary
Committee:
1. To give disciplinary punishments to the members of the Youth Branch
in accord with the program.
2. If regional disciplinary committees are set up; to act as the final
binding authority regarding the complaints made against the decisions of
these committees.
23 Method of work
The Higher Disciplinary Committee determines its own method of work.
This rule does not prevent the formulation of a program point on this
issue.
Regional Branches
The Regional Youth Branches are organizations established on
geographical bases. The establishment of regional branches is decided by
the Youth Council.
24 The constitution of the Regional Youth Branch Congress
The Regional Youth Branch Congress consists of all registered members of
the regional Youth Branch.
25 The tasks and duties of the Regional Youth Branch Congress
The following are the tasks and duties of the Regional Youth Branch
Congress:
1. It elects the Regional Youth Branch Executive Committee and the
members of the Regional Youth Branch Disciplinary Committee.
2. Approves or rejects the financial accounts of the Regional Youth
Branch.
3. Evaluates the work of the Regional Youth Branch Executive Committee
4. Makes meetings about the problems of the country and the community;
examines the problems of the Youth and makes recommendations.
26 The meeting and rules of the Regional Youth Branch Congress
1. The Congress of the Regional Youth Branch regularly meets at least
once a year.
2. The date of the Regional Youth Branch Congress is determined by the
Youth Council, taking into account the recommendation of the Regional
Youth Branch Executive Committee, and is communicated to the concerned
bodies at least twenty days in advance.
3. The Regional Youth Branch Executive Committee announces the date,
place and time of the Congress at least seven days in advance.
4. The Regional Congress requires a majority of the members to meet. If
there is no majority, it is waited for half an hour, after which the
meeting proceeds without requiring a majority. For decisions, a majority
of those present is required.
5. The Regional Youth Branch Executive Committee and the Regional
Disciplinary Committee are elected for a time period of at most one
year.
6. For those that would like to run for a position at the Congress, it
is sufficient to be a full member.
7. Those that would like to run for a post need to apply in writing to
the concerned authority of the Regional Youth Branch by the noon of the
day before the Congress. The ordering of the candidates running for a
post is done alphabetically by last name.
8. Extraordinary Regional Youth Branch Congresses can be summoned by the
Youth Council or by the written application of at least one fifth of the
members of the regional Congress. The agenda of extraordinary meetings
is determined by those that called for them. Extraordinary Congresses
meet at most twenty days after the date of the request; their date,
location and time are announced at least seven days in advance.
9. In all congresses, a report of the meeting is written, and signed by
the Congress council, and depending on the situation, kept by the
Regional Youth Branch Executives, the Regional Executive Committee or
the Youth Executive Committee.
27 Elections and the running of the Congress
1. The elections of the Regional Youth Branches are based on a
secret-vote, open- and continuous-counting principle.
2. The members of the Congress, after proving their identity, sign next
to their name on the list before voting.
3. The agenda of the Congress includes opening, formation of the
congress council, the reading and discussion of the executive and
financial reports, voting on these reports, the acknowledgement of the
Regional Youth Executive Committee members and issues concerning the
Regional Youth Branch and the problems of the Youth, country and
community.
4. For the Congress council, a president and sufficient assistants are
elected among the members of the Regional Youth Branch.
5. The president and members of the Disciplinary committees may not
serve in the Congress council.
6. Unless a decision of secrecy has been taken, the congress holds an
open meeting.
7. In the congress, members are allowed to talk in order of request.
Before 5 members have talked about the working report and 3 members have
talked about other issues on the agenda, the duration of the speeches
cannot be limited and proposals cannot be worked on.
28 Regional Youth Branch Executive Committee
1. The Regional Youth Branch Executive Committee is the executive body
of the Regional Youth Branch.
2. The Executive Committee consists of one Regional Youth Branch
representative and 4 members of the Executive Committee.
29 The tasks and duties of the Regional Youth Branch Executive Committee
1. To run the activities of the Youth effectively and in harmony and
along the lines described by the program, constitution, Congress, Youth
Council and the Youth Executive Committee
2. To manage regular communication among the Youth, between the members
of the Youth Branch and the Regional Youth Branches, and between the
center and the regional branch. If necessary, the regional organization
secretary is put in charge of this.
3. To realize effective solidarity and cooperation among the members and
provide the tools necessary for the continuous education and
participation of the members.
4. To increase the number of members in a balanced way and in accordance
with the program.
5. If necessary for the coordination of the work with the Youth
Executive Committee, to form a similar distribution of duty with the
Youth Executive Committee within the Regional Youth Branch Executive
Committee.
30 The Duties of the Regional Youth Branch Executive Committee
1. The executives of the Regional Youth Branch are responsible for the
coordination of the work necessary for regular functioning of the
Regional Youth Branch they are in.
2. To ensure the harmonious functioning of the Regional Youth Branch
Executive Committee.
3. To act according to the program and the constitution.
31 The meeting of the Regional Youth Branch Executive Committee
1. The Regional Youth Branch Executive Committee is called for a meeting
by the executives.
2. The Council can also be called for a meeting upon the desire of the
Youth Executive Committee or at least two members.
3. The meeting is held with the majority of the members in presence. The
decisions are taken on a principle of basic majority of those present.
In the case of an equality of votes, the president has a second vote.
4. The Regional Youth Branch Executive Committee meets regularly on
given days of the week.
5. Those that do not attend three meetings without an excuse are
expelled from membership on a majority decision.
6. The member who has been expelled from the Regional Executive
Committee can apply within 7 days to the Youth Council. The decision of
the Youth Council is final.
32 The Resignation of Regional Youth Branch Executive Committee
In the case of resignation or dissolvement of the Regional Youth Branch
Executive Committee, a temporary Executive Committee is formed by the
Youth Council to serve until the following Congress to meet according to
the internal rules. In the temporary Executive Committee, those that
were a member of the council which resigned or was asked to step down
are not given duties. Following the communication of this development,
the Regional Youth Congress meets within 30 days to elect the new
Regional Executive Committee.
33 The Dissolvement or Discontinuation of the Regional Executive
Committee
a) Dissolvement
The Regional Youth Executive Committee that
1. Do not fulfill the functions defined in the constitution and program
2. Do not abide by the program and the decisions taken by Youth Branch
3. Do not fulfill the duties given by higher authorities
4. Do not respond to communication from higher authorities in time
5. Hinder the functioning of the Youth Branch are warned in writing by
the higher executives. Those Regional Executives that do not fulfill the
requirements of the warning within at most 30 days are made to withdraw
from their duties with a 2/3 majority of the Youth Executive Committee
determined in a secret vote. Any complaint to this decision should be
directed to the Youth Council within seven days. The decision of the
Youth Council is final.
b) Discontinuation
For up to three discontinued memberships of the Regional Executive
Committee, new members can be assigned by the Regional Executive
Committee. If there are more than three discontinued memberships, the
Regional Youth Congress is called for an extraordinary meeting to elect
a new Regional Executive Committee.
34 Regional Youth Branch Consultative Meetings
1. In the Regional Youth Branches, meetings of consultative nature are
organized once every two months. In these meetings, discussions about
how to improve the efficiency of the acts relating to the Youth as
determined by the program, constitution, Congress and Youth Council
decisions take place and the tasks of the organization are coordinated.
2. The Regional Youth Branch Executive, The Executive Committee members
of the Regional Branch and Youth Executive Committee members attend the
consultation meeting.
3. The views and suggestions put forward in these meetings are
summarized in a report submitted by the Regional Executive to the Youth
Executive Committee
35 The formation of Assistant Branches
The rules concerning the formation of Assistant Branches of the Youth
Branch are set by the decisions of the Youth Council.
COMMON RULES ABOUT THE ORGANIZATION
36 Common Rules about the Organizations
1. The meetings of the Congress and the Council are open. The decision
to hold a close-meeting may be taken by the decision of the majority.
2. For the meetings, and executive summary is prepared. These summaries
are signed by the head of the meeting council and kept by the concerned
Executive Committee or Organization Secretary.
37 General Decision-Taking Mechanism
Unless overruled by another rule, the required attendance for any
meeting is the basic majority of the members. The decisions are taken
based on the basic majority of those present.
38 General Rules about the Elections
1. Elections are held through secret-voting. If the number of candidates
is less than the number of positions, the voting can also be open.
2. The number of names to be written in the ballot when voting is the
same as the number of officers to be elected. However, if the number of
officers to be elected exceeds 20, those ballots with at least 20 names
on them are also considered valid. Those ballots in which more votes
have been casted than the number of officers to be elected and those
that do not comply by the rules described above are invalid.
3. The meeting Councils of the Congresses and General Meetings, unless
there is a decision to the contrary, are elected through open-votes.
4. The term of service of elected officers lasts until new elections are
held for their posts in the meeting of concerned Congresses. However,
the regular meetings of the concerned Congresses always have elections
as one of the topics in their agenda.
5. In the elections to be held in the Congress or General Meetings,
a) The rules for the establishment of the election councils, their
duties and authorities
b) The rules concerning the counting and classification of the votes
c) Other issues concerning the elections
d) The methods of communication of the election results are established
by the Youth Council Decisions
GENERAL RULES CONCERNING DISCIPLINE
39 Rules of the Disciplinary Committee
The president and the members of the Disciplinary Committees cannot take
duties in other Disciplinary Committees or in Youth Branch committees,
except their memberships in the Congress.
40 Handing over to the Disciplinary Committee
1. The Regional Youth Executive Committees are responsible for handing
over a case to the Regional Disciplinary Council.
2. The Youth Executive Committee is responsible for handing over a case
to the Higher Disciplinary Council.
3. Members constituting 1/20th of any Youth Branch membership
can hand over any officer or body to the Disciplinary Council.
41 Disciplinary Punishments
1. The disciplinary punishments are warning, disapproval of the act,
temporary termination of the membership and permanent termination of the
membership.
2. Warning involves drawing attention to the issue in writing;
disapproval of the act means communicating a wrong-doing.
3. Temporary termination of the membership is the suspension of the
membership for up to one year; permanent termination of the membership
is indefinite suspension of the membership to the Youth organization.
4. Those whose memberships have been suspended, cannot take any duties
within the Youth Branch during the period of their suspension.
DISCIPLINARY CRIMES
42 Acts Requiring Disciplinary Action
The acts requiring Disciplinary Action within the Youth Branch are as
follows:
1. Acting as if having a duty and authority given by the Youth Branch,
in contradiction with the reality.
2. Using any office to get favors for oneself or others.
3. Attacking and harming the Youth Branch politically outside the work
performed openly and according to the rules within the Youth Branch.
4. Attacking the personalities of the Youth Branch members.
5. Leaking the discussions and decisions taken in a secret meeting to
the outside.
6. Not fulfilling the duties without showing a valid excuse and
informing others.
7. Violating the program or any of its point, outside the scope of valid
efforts to change them.
8. Participating in the declaration of politics not in line with the
written political rules of the Youth Branch.
43. Precautionary Suspension
The Youth Branch has the authority to temporarily suspend (as a
precaution) the duties of the branch/members who have been handed over
to the Disciplinary Council for temporary or permanent suspension.
44. Amnesty
The only body that has the authority to grant amnesty for an approved
disciplinary punishment is the Youth Council.
45. Rules for discipline
1. The disciplinary branches are bound by the rules, the party
constitution and the Youth Branch program.
2. The Youth Council can take decisions on disciplinary issues given
that they are not against the rules and the Youth Branch program.
46. Financial Rules
The sources of income, the methods to be applied to the incomes and
spending, the budget and other financial regulations are determined by
the decisions of the Youth Council that need to comply with other rules
and regulations.
MAIN DUTIES
47 The main duties of all the Executive Committee of the Youth Branch
1- The subjects below are the main duties of all the Executive Committee
of the Youth Branch:
a) Being informed about problems and political developments and
formulating reactions to them
b) Disseminating the program, principles and views of the Youth Branch
within the community and facing the propaganda directed against the
Youth Branch.
c) Following the acts of other Youth Branches
d) Increasing the membership and supporter base of the Youth Branch.
2- The Youth Organization organizes meetings at suitable times and
places for the realization of the duties outlined above; uses means such
as newspapers, tapes, magazines, films, books and pamphlets to
disseminate its messages.
3- To note the methods to be applied in the meetings not regulated by
the Youth Council rules and distributing these to the Youth Branch
bodies to form consensus.
4- Ensuring the running of the meetings along these lines: Starting with
a report of the acts undertaken within the previous period, documenting
the discussions in the meeting, determining the responsible, time-frames
and methods for the execution of decisions taken in the meeting, ending
the meeting only after the agenda of the following meeting has been
established, not leaving the meeting before having read and signed the
summary of the meeting.
Changes in the Constitution and the Program
48 The Changing of the Constitution and the Program
This constitution and Youth program can be changed by the basic majority
of the members present at the Congress.
The proposals for change are made in writing by one fifth of the members
of the Youth Executive Committee, Youth Council or the Congress.
49 The Dissolution of the Youth Branch
The legal existence of the Youth Branch can be terminated by the
decision of 2/3 of the Congress members. The details concerning the
dissolution are outlined in the same decision.
